During the last several years the proposed Keystone XL oil pipeline project has emerged as one of this decade’s most contentious domestic energy issues. It is straining normally cordial relations between the U.S. and Canada, dividing Congress and the White House, pitting state against state, fomenting emotional pro- and anti-pipeline rallies and filling endless hours of talk radio airtime.
