Penny-wise but pound-foolish?

A client recently began a multiphase project to upgrade the software that performs most automated processes in the business. 

To minimize cost, the client laid out a multistep process. The first step includes upgrading the core application without any changes to the modules or functionality. Improvements and modifications, which include eliminating third-party software, will follow later. This strategy provides for the fastest implementation using the fewest resources.
