Quota questions

A national newspaper recently featured a photo of a factory floor in China, complete with a large performance board hung from the ceiling. A label on the board made me cringe. It read “hourly quota,” and, of course, a number was next to it. After all, the prevailing management culture still believes that quotas, targets, standards and budgets are all key management and motivational tools.
