Article B-1  -  Rules

Robert's Parliamentary Rules of Order shall be the standard authority for all business transacted.


Article B-II  -  Reports

Reports shall be made by every officer of the Chapter whenever required to do so by the Board of Directors.  The President shall prepare a report for presentation to the National Convention.


Article B-III  -  Records

Section 1.     It is the responsibility of the President to maintain control of official records.

Section 2.     The actual records maintenance may be delegated to the respective officers with ultimate responsibility remaining with the President.

Section 3.     It is the responsibility of the President and the Executive Vice-President to assure a smooth transition of information and records for the outgoing officers to the incoming officers.

Article B-IV  -  Membership

The Chapter may not have members who are not in good standing with the Headquarters Institute of Engineers.


Article B-V  -  Changes to Bylaws

The Board of Directors, by a three-fourths affirmative vote, shall have the power to pass, repeal, or modify any bylaws pertaining to matters not expressly specified in the Constitution.


Article B-VI  -  Chapter Representation

The President has the responsibility to represent the chapter.  This responsibility may be delegated as required.

Article B-VII  -  Rights of Members

Section 1.     The general membership shall be informed of Board meeting dates, times, and location.

Section 2.     All members are invited to all General and Board meetings.

Section 3.     Items to be brought to the attention of the Board of Directors shall be in writing to any member of the Board or verbally at a Board meeting.

Section 4.     Challenging of Board of Directors decisions and judgments shall be in writing.

Section 5.     The Secretary will publish minutes of Board meetings and decisions made by the Board, particularly pertaining to expenditures.


Article B-VIII  -  Term of Office

Term of office is for one year except as noted in the Constitution.  There is no restriction on successive terms in a specific office.

Article B-IX  -  Organization - Duties

The presiding officer may realign the Vice-Presidency responsibilities (reporting committees) with approval of a simple majority of the Executive Board.


Article B-X  -  Budget

The annual budget shall be prepared and made available to all members upon request.


Article B-XI  -  Dinner Reservation Policy

Reservation must be honored.  If a member makes a reservation for dinner and/or meeting, they are responsible for the dinner fee and/or sufficient time and acknowledged as such.  The Treasurer will bill the responsible individual, as required.
